Viedo ciemu koncepts – integrētas lauku attīstības rīks: ieteikumi tā ieviešanai Latvijā

Abstract

Maģistra darba mērķis ir izstrādāt ieteikumus integrētas lauku attīstības rīka – Viedo ciemu koncepta, ieviešanai, lai veicinātu Latvijas lauku teritoriju dzīvotspēju. Lai gan darbs koncentrējas uz Viedo ciemu koncepta ieviešanu un tā atbalsta sistēmu politiku veidošanā un ieviešanā, būtiska ir arī Latvijā esošā Viedo ciemu kustība, kas veidojusies augšupjeošā iniciatīvā. Veiksmīgai Viedo ciemu koncepta attīstībai ir svarīga lejujpejošās atbalsta sistēmas un augšupejošās Viedo ciemu kustības sinerģija un salāgotība. Viedo ciemu koncepts ir integrētas lauku attīstības rīks un tā ieviešana prasa starpsektorālu un starpnozaru koordināciju un pārvaldību, kas pārkāpj tradicionālo skatījumu uz lauku attīstību.

The purpose of the Master Thesis is to develop recommendations for the introduction of an integrated rural development tool – the Smart Village concept, in order to promote the viability of rural areas of Latvia. Although the work focuses on the introduction of the concept of Smart Villages and its support system in the formulation and implementation of policies, the movement of Smart villages in Latvia, which has formed in a bottom-up initiative, is also essential. Synergy and alignment between the downward support system and the upward Smart village movement is important for the successful development of the Smart village concept. The Smart village concept is an integrated rural development tool and its implementation requires cross-sectoral and cross-sectoral coordination and management, which overcomes the traditional view of rural development.
