Publisko iepirkumu vērtēšanas metodes un kritēriji ielu apgaismojuma iepirkumos

Abstract

Bakalaura darbā tiek pētīts publiskais iepirkums, pretendentu atlase, vērtēšanas metodes un kritēriji ielu apgaismojuma iepirkumos, lai nodrošinātu sabiedrības vajadzības un valsts līdzekļu efektīvu izlietojumu. Energoresursu cenu kāpums liek pāriet uz efektīvākiem risinājumiem un apgaismojums ir pietiekoši nozīmīga infrastruktūras daļa, kur elektroenerģijas ietaupījums veido lielu daļu no izmaksām. Bakalaura darba mērķis ir analizējot publisko iepirkumu rezultātus secināt, kāda vērtēšanas metode un kritēriji dod lielāko ekonomisko ieguvumu ilgtermiņā. Pētījumā secināts, ka izvēloties iepirkuma vērtēšanas metodi saimnieciskā izdevīguma vērtēšana, kur tiek piešķirti punkti par cenu, izmaksu efektivitāti un kvalitāti, ir iespējams iegūt ekonomiski izdevīgāko piedāvājumu ilgtermiņā. Optimālākais kritēriju sadalījums: dzīvescikla izmaksas 80%, garantijas periods 10%, vides vadības sistēma 10%.

In the bachelor's work, public procurement, selection of applicants, evaluation methods and criteria in lighting procurement are carried out in order to meet the needs of customers and the use of public funds. The increase in the price of energy resources leads to improved solutions, and lighting is a sufficiently important part of the infrastructure, where saving electricity makes up a large part of the costs. The aim of the bachelor's thesis is to conclude, by analyzing the results of public procurement, the evaluation method and criteria give the greatest benefit in the long term. The study concluded that the evaluation of the economic feasibility of the procurement evaluation method, points are awarded for price, cost effectiveness and quality, it is possible to obtain the most economically advantageous offer in the long term. Optimal distribution of criteria: life cycle costs 80%, warranty periods 10%, environmental management system 10%.
