Starptautiskā palīdzība Ukrainai kā ārpolitikas īstenošanas instruments
Abstract
Maģistra darba Starptautiskā palīdzība Ukrainai kā ārpolitikas īstenošanas instruments mērķis ir izpētīt, vai un kā ir mainījies Amerikas Savienoto Valstu un Eiropas Savienības starptautiskās militārās, finansiālās un humanitārās palīdzības sniegšanas dominējošais pamatojums (mērķi, nodomi un intereses) Ukrainai laikā no 2022. līdz 2024.gadam, t.i., vai dominējošās ir pašu intereses (pragmatiskie mērķi), vai tomēr humānie, altruistiskie jeb morālie mērķi. Darbā tiek pētīts starptautiskās palīdzības institūts no dažādu starptautisko attiecību teoriju un veidu skatu punkta, kā arī, izmantojot kvantitatīvo un kvalitatīvo satura analīzes metodi, tiek analizētas Amerikas Savienoto Valstu un Eiropas Savienības augstāko amatpersonu runas. Darbā tiek secināts, ka Amerikas Savienoto Valstu un Eiropas Savienības starptautiskās militārās, finansiālās un humanitārās palīdzības sniegšanas pamatojums ir daļēji mainījies un 2024. gadā, iepretī humānismam, altruismam jeb morāliem mērķiem, pamatā dominē Amerikas Savienoto Valstu un Eiropas Savienības pašu intereses (pragmatiskie mērķi). The aim of the master’s theses Foreign aid for Ukraine as a tool of foreign policy is to study whether and how the intentions of the United States of America and European Union has changed between 2022 and 2024 for the provided foreign military, financial and humanitarian aid (aims, intentions and interests) to Ukraine, i.e., whether the dominant is self – interest or altruism, humanitarian, or moral aims. In the master's theses the author examines the institute of foreign aid from various international relation theories and types perspective, as well as, by using quantitative and qualitative content analysis method, the speeches of top officials of United States of America and European Union are analyzed. In this regard in the master's theses was concluded that the intentions of the United States of America and European Union between 2022 and 2024 has partially changed and in 2024 the self - interest of the United State of America and European Union are the dominating intentions, in contrast to altruism, humanitarian or moral aims.
