Pašvaldības iestāžu starpinstitucionālā sadarbība skolēnu sociālo problēmu risināšanā Siguldas novadā

Abstract

Maģistra darba “Pašvaldības iestāžu starpinstitucionālā sadarbība skolēnu sociālo problēmu risināšanā Siguldas novadā” mērķis ir izpētīt, kāda ir pašvaldības iestāžu starpinstitucionālā sadarbība skolēnu sociālo problēmu risināšanā Siguldas novadā. Maģistra darba pētījumā piedalījās Siguldas novada pašvaldības iestāžu darbinieki, kas ikdienā strādā ar skolas vecuma bērnu sociālo problēmu risināšanu. Darba teorētiskajā pamatojumā aplūkots sociālās problēmas jēdziens, biežākās skolēnu sociālās problēmas, ar ko saskaras skolēni Latvijā un citur pasaulē, starpinstitucionālās sadarbības raksturojums, kā arī tās ieguvumi un iespējamie riski. Skolēnu sociālās problēmas un institūciju sadarbība to risināšanā skatīta, ņemot par pamatu ekoloģisko sistēmu teoriju. Ekoloģiskā sistēmu teorija izskaidro to, kā dažādas sistēmas, kurās atrodas bērns, ietekmē viņa dzīvi. Darba empīriskajā daļā veiktas 9 daļēji strukturētās intervijas ar Siguldas novada pašvaldības iestāžu darbiniekiem. Intervijās tika noskaidrots, kādas ir sociālās problēmas, kas raksturīgas skolēniem, kā Siguldas novadā īsteno institūciju sadarbības politiku, kā tieši tā notiek un speciālistu skatījums uz pašreizējo sadarbību. Pētījumā secināts, ka, lai gan formāli institūciju sadarbība atbilst likumā noteiktajam, tomēr joprojām pastāv dažādi izaicinājumi institūciju sadarbībā. Pētījumā iegūtie secinājumi var būt noderīgi ne tikai Siguldas, bet arī citu pašvaldību institūcijām sadarbības uzlabošanā. The aim of master’s thesis “Inter-institutional cooperation of municipal authorities in solving social problems of students in Sigulda county” is to investigate what inter-institutional cooperation of municipal authorities in solving social problems of students in Sigulda district is like. Employees of Sigulda region municipal authorities, who work with solving social problems of school-age children, participated in the study of the master's thesis. The theoretical basis of this thesis examines the concept of social problem, the most common social problems faced by students in Latvia and elsewhere in the world, the characteristics of inter-institutional cooperation, as well as its benefits and possible risks. The social problems of students and the cooperation of institutions in solving them are considered based on the ecological systems theory. This theory explains how the different systems a child is in affect his or her life. In the empirical part of this thesis, 9 semi-structured interviews were conducted with employees of municipal authorities in Sigulda county. In the interviews, it was clarified what are the social problems that are characteristic of students, how the cooperation policy of institutions is implemented in the Sigulda district, how exactly it happens and the view of specialists on the current cooperation. The study concluded that although formally the cooperation of institutions complies with the law, there are still various challenges in the cooperation of institutions. The conclusions obtained in the study can be useful not only for the authorities of Sigulda, but also for other municipalities in improving cooperation.
