Bakalaura darba nosaukums ir „Administratīvi teritoriālās reformas norise Tukuma rajonā”. Bakalaura darbā tika izvirzīts mērķis aplūkot reformas īstenošanas procesu Latvijā kopumā, kas turpmākajā darbā palīdzēs izprast reformas radītās cēloņsakarības Tukuma rajonā. Darbā tika aplūkoti gan pašvaldību, gan pašvaldību reformu teorētiskie aspekti, kā arī izmantots Grindlas un Tomasa (Grindle & Thomas) izstrādātais rīcībpolitikas īstenošanas interaktīvais modelis, kas sniedz ieskatu reformas procesos un parāda reformas gaitā radušos sarežģījumu cēloņus.
Uzmanība darba gaitā tika pievērsta arī pašvaldību vēsturei, precīzāk, pašvaldību darbībai valstij esot pakļautai komunisma režīmam, ka ļauj labāk izprast to, kādā saistībā ar vietējo pašvaldību sfēru situācijā vairākas valstis, arī Latvija, atradās pēc neatkarības atjaunošanas. Apskatot administratīvi teritoriālās reformas norisi Latvijā, tika atrasti arī vairāki faktori, kuri bija par iemeslu ilgstošajam reformas īstenošanas procesam.
Šajā bakalaura darbā sīkāk tika pētīta reformas norise Tukuma rajonā, kurš dziļākai analīzei tika izvēlēts pamatojoties uz to, ka šajā rajonā reformas gaitā tika īstenoti visi pieļaujamie administratīvo teritoriju veidošanas varianti. Administratīvi teritoriālā reforma Tukuma rajonā, tāpat kā valstī kopumā, piedzīvoja vairākus sarežģījumus un būtiskas izmaiņas, kā rezultātā reformas noslēgumā 2009. gada 1. jūlijā bijušā Tukuma rajona teritorijā darbību uzsāka četri novadi.
Darba sākumā tika izvirzīta arī hipotēze: „Tukuma rajona gadījumā administratīvi teritoriālās reformas iniciatīvai pretreakcija, kas apgrūtināja novadu veidošanās procesu, veidojās pašvaldību vadītāju vidū nevis sabiedrībā”, kura darba gaitā guva apstiprinājumu, jo, izpētot novadu veidošanās procesu Tukuma rajonā, redzamākie un aktīvākie reformas īstenošanā iesaistītie aktieri bija tieši pašvaldību vadītāji, sabiedrībai procesā atvēlot pasīvu pozīciju.
. The title of the bachelor thesis is „The proecess of administrative territorial reform in the Tukums district”. The aim of the bachelor thesis is to look at the implementation process of the reform in Latvia in general, and that will help later to understand the causal relationships in the Tukums district made by the reform. In the bachelor thesis, I will make look at theory of local governments and the local governments reforms. Also there will be used an interactive model of policy implementation made by Grindle and Thomas and this model will give a look at the processes of reforms and show the causes of the problems which appear in the reform process.
In this bachelor thesis the focus is made also on the history of local governments, precisely, on the functionating of local governments under the communism regime. It will allow to understand the situation in which many countries, including Latvia, went into after the restoration of the sovereignty. In making a look at the process of administrative territorial reform in Latvia, there were found many factors which can be considered as the reasons why the implementation of this reform take so much time.
In this bachelor thesis closer look was made on the reform process in the Tukums district, and Tukums district was chosen on the basis, that in this district in the reform implementation process there were enforced all the permissible versions in the making the new administrative territorial units. The administrative territorial reform in the Tukums district, like in the country general, experienced several problems and relevant changes, so in the end of the administrative territorial reform, on the 1st July 2009, in the former district of Tukums, the operation started four municipalities.
At the beginning of the bachelor thesis was made a hypothesis: In the case of Tukums district, the reactions to the administrative territorial reform iniciative occurred among the leaders of the local governments, not in the public arena. This hypothesis has been confirmed, as, examing the formation process of the new municipalities in the Tukums district, the most visible and active actors in the implementation process was the leaders of local governments, and the society took only passive position in this process.
