Cilvēkdrošība Eiropas Savienības Ārējā darbībā

Abstract

Maģistra darbā caur mūsdienu drošības izaicinājumu prizmu un izmaiņām drošības konceptā, pētīta cilvēkdrošības klātesamība Eiropas Savienības Ārējās darbības politikās- Kopējā drošības un aizsardzības politikā, Attīstības sadarbības politikā, Eiropas kaimiņu politikā. Pētījumā izstrādāti kritēriji, pēc kuriem analizēta cilvēkdrošības koncepta klātbūtne minētajās politikās. Maģistra darbā pētītas galvenās tendences drošības koncepta izmaiņās pēc Aukstā kara beigām, kā arī veikta cilvēkdrošības koncepta analīze. Balstoties uz galvenajām tendencēm drošības koncepta izmaiņās, kā arī secinājumiem, ka, ES savas Ārējās darbības politikās pielieto cilvēkdrošības konceptu, lai veicinātu ārējās dimensijas efektivitāti, tika novērtēta cilvēkdrošības koncepta klātbūtne Eiropas Savienības Ārējā darbībā.

The presence of the human security concept through the prism of contemporary security challenges and changes in security concept in the policies of the European Union External Action- Common Security and Defence Policy, Development and Cooperation Policy, European Neighbourhood Policy were examined in the Master Thesis. In this research several criteria were developed which served to analyze the presence of human security concept in the policies mentioned above. The main tendencies after the end of the Cold War were examined in the security concept and the analysis of the human security concept was made. Based on the main tendencies in the changes on security concept and on conclusions that the EU applies human security concept to its External Action policies, in order to promote the effectiveness of the external dimension, the presence of human security concept in the European Union External Action was evaluated.
