Eiropas Savienības Stratēģijas Baltijas jūras reģionam daudzlīmeņu pārvaldība

Abstract

Maģistra darbs “Eiropas Savienības Stratēģijas Baltijas jūras reģionam daudzlīmeņu pārvaldība” sniedz ieskatu par stratēģijas ieviešanas koordināciju visas astoņās dalībvalstīs laika posmā no 2010.gada līdz 2012.maijam. Maģistra darbs ir balstīts uz daudzlīmeņu pārvladības teorijas, kurā tradicionāli ir izdalīti četri pārvaldes līmeņi – pārnacionālais, nacionālais, reģionālais un vietējais. Savukārt Eiropas Savienības makroreģionālā stratēģija paver jauna pārvaldes līmeņa izveidošanas iespējas. Makroreģionālais līmenis teorētiski ir pozicionēts starp pārnacionālo un nacionālo līmeni.

The European Union Strategy for the Baltic Sea Region is unique as it was the first macroregional strategy which was drafted and approved by the European Union as an innovative framework for regional cooperation. Eight states (Denmark, Germany, Poland, Latvia, Lithuania, Estonia, Finland and Sweden) along with many actors involved in the Baltic Sea Region put high hopes on the strategy because it was widely acknowledged that regional cooperation around the sea needed new impetus. There are mainly six types of institutions around which the main research work has been conducted. Those are European Commision, European Parliament, national as well as regional governments and parliaments. Consequently, it is possible to examine the practice of multi-level governance and what is the interaction of these isntitutions regarding projects of a macroregional kind.
