Darbā tiek analizēti vēlēšanu izdevumu regulējums Latvijas Republikā. Darbs iezīmē galvenās pašreizējā normatīvā regulējuma problēmas un dod konceptuālus priekšlikumus tā uzlabošanai.
Darba sākumā ir parādītas galvenās problēmas, kāpēc ir nepieciešama vēlēšanu aģitācijas ierobežošana. Autors analizē priekšvēlēšanu aģitācijas ierobežošanas konstitucionāli tiesiskos aspektus, tiek identificēti galvenie ierobežojumu mērķi un regulēšanas mehānismi.
Darbā tiek analizēts Latvijas Republikas normatīvais regulējums un sniegts salīdzinājums ar Kanādu, Franciju un Lielbritāniju. Autors nonāk pie secinājuma, ka efektīvam velēšanu izdevumu ierobežojumu regulējumam ir jāattiecas arī uz trešajām personām un dod konceptuālus priekšlikumus šādam regulējumam Latvijā.
Nobeigumā tiek analizētas sankcijas par vēlēšanu izdevumu pārkāpumiem. Darba autors uzskata, ka Latvijas regulējums ir nepietiekams un dod priekšlikumus sankciju mehānisma uzlabošanai. The paper analyses the regulation of electoral expenditure in the Republic of Latvia, highlights the current problems and gives proposals for the future developments of the laws regulating electoral campaign.
The paper begins by examining the main problems behind the regulation of election campaign. Afterwards author examines constitutional aspects of regulation of election campaigns and the principles and main mechanisms of regulation.
The paper examines the current state of Latvian legislation regarding the regulation of campaign expenditure and gives a comparison with Canada, France and the United Kingdom. The author comes to the conclusion that third person campaign expenditure is necessary for an effective implementation of campaign expenditure control. Conceptual proposals for regulation of third persons are given.
Finally the paper analyses the sanctions for exceeding the expenditure limit. The author finds that the current sanctions of Latvian law are not sufficient.
