Darbā autors centies definēt starptautiskajās tiesībās neskaidro preventīvās pašaizsardzības jēdzienu, kā arī mēģinājis noskaidrot, vai preventīvā pašaizsardzība nav pretēja Apvienoto Nāciju Organizācijas Statūtu burtam un garam. Nonākot pie secinājuma, ka preventīvā pašaizsardzība starptautiskajās tiesībās nav aizliegta, autors aplūkojis tās iespējamās īstenošanas pieļaujošus kritērijus, galu galā nonākot pie secinājuma, ka preventīvā pašaizsardzība starptautiskajās tiesībās ir atļauta, ja pastāv zināmi nosacījumi, kas katrā konkrētā gadījumā jāpiepilda ar saturu un jāinterpretē, ņemot vērā katra konkrētā gadījuma apstākļus. The work is divided in four chapters, dealing with the history of pre-emptive self defense, with its compatibility with the Charter of the United Nations, whith the state practice concerning the case and with the new challenges of the old-timer doctrine of the pre-emptive self defense. Consequently, the purpose of this work was, firstly, to define the vague notion of pre-emptive self defense in international law and, secondly, to ascertain whether it is permissible under the current international regulation. The position of the author is that pre-emptive self defense is compatible with the current international law and that it can be resorted to if precise criteria are met. However, these precise criteria have to be interpreted according to each special case.
