Politiskā atbildība un tās veidojošie elementi

Abstract

Attiecīgajā darbā autors pēta politisko atbildību un tās veidojošos elementus – subjektus un to savstarpējo mijiedarbību, - ar mērķi izprast politiskās atbildības būtību. Darbs sastāv no trim nodaļām, kuru ietvaros tiek pētīta politiskā atbildība, subjektu savstarpējā mijiedarbība, un atsevišķu subjektu vispārējā atbildības izpausme. Autors secina, ka politiskā atbildība sastāv no noteikta nodarījuma, uzticības zaudēšanas, un negatīva lēmuma pieņemšanas – sankciju piemērošanas. Attiecīgajam nodarījumam vai lēmumam ir jābūt pieņemtam politiskā procesa ietvaros, proti, tiem ir jābūt saistītiem ar varas sadalīšanas vai ietekmēšanas interesēm. Lai novērstu problēmas, kas rodas no nepilnīgā politiskās atbildības regulējuma normatīvajos aktos, ir nepieciešams likumā nostiprināt sankciju piemērošanas kritērijus.

In this work author examines political responsibility and its formative elements – interaction of subjects, - with the purpose to understand the meaning of political responsibility. Work consists of three chapters, which deals with the examination of political responsibility, interaction of subjects, and analysis of subjects general responsibility. Author conludes that political responsibility consists of action/inaction, lose of trust, and negative decision – enforcement of sanctions. The action or decision must be a part from political process, which is linked with the interests of distribution or impact of power. To avert problems, which derive from defective legislation and resolutions regarding political responsibility, there must be standarts of judgments, which must be consolidated by law.
