Naida kurināšana internetā

Abstract

Autore bakalaura darba ietvaros runā par naida kurināšanas aizliegumu interneta vidē, analizējot specifiku un aktuālākās problēmas, kā arī norādot pazīmes, pēc kurām vadīties, vērtējot, vai izteikumi pārkāpj vārda brīvības robežas un ir naidu kurinoši. Tāpat ir veikta starptautiska aptauja, lai noskaidrotu sabiedrības viedokli par problēmas esamību, plašumu un nozīmi. Autore secina, ka neraugoties uz to, ka internets ir kļuvis par aktuālāko vidi šāda naidu kurinošiem izteikumiem, nav neviena starptautiska mēroga saistoša dokumenta, kas to regulētu. Analizējot šādus izteikumus ir jāņem vērā gan izteikuma saturs, gan forma, gan apstākļi, kādos tas izteikts. Secināts, ka internetā pastāv četrkāršā uzraudzības sistēmu attiecībā uz naidu kurinošiem noziegumiem, un analizētas šīs sistēmas atsevišķās daļas un to sadarbības principi.

In terms of the paper the author speaks about prohibition of hate speech on Internet, by analyzing specific aspects and pending matters, also pointing out indications that should be taken into consideration to distinguish expressions covered by scope of freedom of speech from those regarded as incitement to intolerance. Also a survey has been held to summarize public opinion about the problem, urgency and extension of it. It has been concluded that, there is no specific international regulation for hate speech on internet, although it has become the most topical platform for such crimes. The content, form and circumstances of the expression should be analyzed. It has been concluded that there is a quadruple system for monitoring the Internet. Separate parts of the system and principles of corporation have been discussed within the paper.
