Ekonomiskās krīzes ietekme uz ģimenes un bērnu sociālās aizsardzības īstenošanu Latvijā.

Abstract

Bakalaura darbā „Ekonomiskās krīzes ietekme uz ģimenes un bērnu sociālās aizsardzības īstenošanu Latvijā” autore pēta kā tā sauktā ekonomiskā krīze, kas sākās 2008.gada nogalē, ietekmēja pirmskrīzes periodā izveidoto sociālās un ekonomiskās aizsardzības sistēmu. Autore apskata ieviestās sistēmas izmaiņu izprašanas konteksta būtiskus jautājumus – sociālo pamattiesību atšķirīgais regulējums, Satversmes tiesas spriedumu nozīme to attīstībā, bērna interešu prioritāte u.c. Autore darbā secina, ka ekonomiskā krīze būtiski ietekmēja ģimenes un bērnu sociālo pabalstu apjomu un ieviestie ierobežojumi ir pagarināti līdz 2014.gada beigām. Ņemot vērā to, ka valstij ir ne tikai jāievieš un jāuztur sociālās nodrošināšanas sistēma apmierinošā līmenī, bet arī ir jācenšas to progresīvi paaugstināt – krīzes laika ierobežojumi ir jāatceļ.

The author of the bachelor's work "Impact of the economic crisis on family and children's social protection implementation in Latvia" has made a research on how the so-called economic crisis that began in late 2008 affected the social and economic protection system created before. The author examines the main topics of the significant contextual changes made into the system - the differences in regulation of Social Rights, the importance of Constitutional Court judgments, the rights of the child priority, etc. The author concludes that the economic crisis has affected the social benefits for families and children. Even more the restrictions have been extended till the end of 2014. Presuming that the state has to establish and maintain a system of social security at a satisfactory level, it also has to endeavour it`s improvement progressively – the limitations done during the crisis should be abolished.
