Pašvaldību referendumu ģenēze Latvijas Republikā.

Abstract

Bakalaura darbā „Pašvaldību referendumu ģenēze Latvijas Republikā” aplūkots vietējo pašvaldību jeb lokālo referendumu tiesību institūta ģenēze Latvijas Republikā, sākot no 90.to gadu vidus. Ņemot vērā, ka šajā laika periodā ir bijuši četri mēģinājumi ieviest pašvaldību referendumu institūtu Latvijas Republikā, šajā darbā ir aplūkotas būtiskākās iezīmes, kas laika gaitā ir bijušas ietvertas katrā no mēģinājumiem un veikts to savstarpējs salīdzinājums. Tiešās demokrātijas izmantošana pašvaldību darbā ir nozīmīgs iedzīvotāju iesaistes instruments, lai sekmētu to darbību iedzīvotāju interesēs. Izvērtējot līdzšinējos mēģinājums ieviest pašvaldību referendumus, tikai šobrīd Saeimā esošais likumprojekts ir vērtējams kā labai referendumu praksei daļēji atbilstošs. Darbā arī sniegti ieteikumi, lai uzlabotu šobrīd izskatāmo likumprojektu.

Bachelor thesis „Genesis of local referendum in the Republic of Latvia” is devoted to the genesis of the local referendum in the Republic of Latvia since the mid-nineties of the 20th century. Taking into account, than since then there were four attempts to implement the institution of local referendum, this bachelor thesis analyzes and compares most important aspects of the each attempt of implementation. Use of direct democracy in municipalities is important tool for local inhabitants to participate in decision-making process, thus promoting local administration to work in the interests of the local inhabitants. After assessment of previous attempts, it can be concluded, that only current draft law partially complies with good practice of referendum. At the end of bachelor thesis recommendations for current draft law are provided.
