Maģistra darba mērķis ir izpētīt dabas resursu nodokļa tiesiskos aspektus Baltijas valstīs, analizēt dabas resursu nodokļa piemērošanas problēmas Latvijā un sniegt priekšlikumus dabas resursu nodokļa sistēmas pilnveidošanai, ņemot vērā Lietuvas un Igaunijas pieredzi. Maģistra darba struktūru veido satura rādītājs, ievads, četras nodaļas (10 apakšnodaļas), izmantotās literatūras un avotu saraksts, kā arī anotācijas angļu un krievu valodās. Darba 1. nodaļā - Vides nodokļu nozīme un mērķis vides aizsardzības instrumentu sistēmā – aplūkota vides nodokļu rašanās vides tiesību evolūcijas gaitā un analizēta to iestrāde Baltijas valstu tiesību sistēmās. Otrajā nodaļā – Dabas resursu nodokļa tiesiskie aspekti – izvērtēts dabas resursu nodokļa normatīvais regulējums Baltijas valstu tiesību sistēmās, analizētas šajā regulējumā pastāvošās atšķirības. Trešajā nodaļā – Problēmjautājumi un to risinājumi - aplūkotas gan Baltijas valstīm kopīgās problēmas, gan tieši Latvijai raksturīgie un aktuālie problēmjautājumi, meklējot iespējamos risinājumus un ņemot vērā arī Lietuvas un Igaunijas pieredzi. Ceturtajā nodaļā – Kopsavilkums - doti autores vispārīgie secinājumi par Baltijas valstu dabas resursu nodokļa normatīvo aktu sistēmas kopīgajiem plusiem un mīnusiem, kā arī konkrēti priekšlikumi par nepieciešamajiem grozījumiem un papildinājumiem Latvijas „Dabas resursu nodokļa likumā” un tam pakārtoto normatīvo aktu sistēmā. Master thesis focus on look in to the legal aspects of legislation on the natural resources tax in the Baltic States, including problems with tailor made application of the Laws in each of the States, and ends with the evaluation of the problems and proposals targeted on improvements of the legislation on natural resources tax in Latvia, using the common experience of all Baltic neighbours. Master thesis consists from three general chapters focused on analyses of the common natural resources taxes problems for all Baltic States, but the forth chapter – The Conclusions, accumulates the general evaluations about the strong points and weaknesses of the legal acts and about the state of art of their implementation, made by the author, and lights up the draft proposals towards next and even well defined concrete steps to cover the gaps and in the legislation and introduce ,,the better legislation’’ in the scope of the legislation on natural resources taxation in the Republic of Latvia.
