Vides interešu sasniegšana caur vietējās pašvaldības teritorijas plānojumu

Abstract

Teritorijas plānojums ir viens no svarīgākajiem instrumentiem, ar kura palīdzību konkrēto teritoriju var ne tikai izmantot, bet arī aizsargāt. Piemēram, piešķirot teritorijai aizsargājam objekta statusu, saimnieciskā darbība tajā tiek ierobežota. Tomēr prakse rāda, ka teritorijas plānojuma izstrādes procesā joprojām ir dažas nepilnības, kas traucē pilnīgi sasniegt vides aizsardzības mērķus. Tā sakarā šajā maģistra darbā tiks pētīti sekojoši problēmjautājumi: Vietējās pašavaldības teritorijas plānojumu laicīga izstrāde; Sadarbības uzlabošana starp pašvaldību un teritorijas plānojuma izstrādē iesaistītajām institūcijām; Efektīvāka sabiedrības iesaistīšanas teritorijas plānojuma izstrādē; Samērības principa noteikšana starp zemes īpašnieku vēlmēm un vides interesēm.

However, actual performance shows that the process of territorial planning development still possesses a few imperfections, which hinders the succession of environmental protection goals. For that cause, in this master thesis following issues are examined: Duly development of territorial planning; Improvement of cooperation between local authority and institutions involved in territorial planning development; Improvement of involvement of society in the development of territorial planning; The determination of proportional principle between the interests of the owner of the land and interests of the environment.
