Bakalaura darba autora mērķis ir izpētīt valsts kompensācijas cietušajiem institūtu Latvijā, atklāt tā nepilnības un sniegt pamatotus ieteikumus tā uzlabošanai normatīvajos aktos. Izstrādājot darbu, autors padziļināti pētīja valsts kompensācijas cietušajiem procesuālo mehānismu Latvijā un ārvalstīs, veicis darbības rezultātu apkopojumus un statistikas, lai konstatētu nepilnības tagadējā situācijā. Konstatējot, ka visu nepilnību cēlonis ir ierobežotie valsts budžeta līdzekļi, autors sniedz detalizētu pamatojumu un risinājumu cietušo kompensāciju fonda izveidei, piedāvājot veikt grozījumus normatīvajos aktos. Tādā veidā palielinātu valsts kompensācijām cietušajiem papildus finanšu līdzekļu avotus, kas dotu iespēju attīstīties un pietuvoties Rietumeiropas lielvalstu valsts kompensāciju sistēmām.

The purpose of this paper is to research victim compensation institution in Latvia, discover inefficiencies and provide possible solutions through regulatory enactments. Through the draw up of the work, the author researched and examined the structure of State compensations in Latvia and abroad and summarized the relevant statistics in order to identify different shortcomings in the current system. Noting that most imperfections are caused by the lack of financial support from the State, the author also provides a detailed solution through changes in regulatory enactments that would allow a new compensation fund to be created by the State. Such steps would allow the State to provide victims with suitable compensations well within the standards of compensation systems in other leading Western countries.
