Abstract

Maģistra darbā aplūkos valsts budžeta juridiskais statuss un tiesiskuma kontrole. Darbā analizēts valsts budžeta jēdziens, proti, noskaidrota šī institūta juridiskā daba gan no tiesību teorijas, gan no tiesību vēstures viedokļa. Maģistra darbā aplūkota arī konstitucionālo institūciju kompetence valsts finanšu jautājumā un noskaidrots budžeta tiesību saturs. Autore analizējusi arī konstitucionālās tiesas kompetenci vērtēt valsts budžeta likuma atbilstību augstāka juridiska spēka tiesību normām.

The Master’s paper reviews the legal status and judicial control of the state budget. The research paper contains analysis of the concept of state budget, meaning, the legal nature of this institution is specified both from the viewpoint of the legal theory and the history of the law. The Master’s paper also reviews the jurisdiction of the constitutional institutions within state finance matters and specifies the law content of the budget. The author has also analyzed the jurisdiction of the constitutional court to assess the compliance of the law on state budget with the legal norms of higher judicial force.
