Maģistra darba mērķis ir izpētīt dzīvojamo māju pārvaldīšanas tiesiskās reglamentācijas īstenošanos praksē. Pārvaldniekam jāslēdz zemes nomas līgums ar piesaistītā zemesgabala īpašnieku arī, ja nav pilnvarots to darīt, nomas maksa nedrīkst pārsniegt likumiskos procentus. Līdz 2011.gada 31.decembrim pārvaldīšanas līgumiem bija jāatbilst likuma prasībām, kas nav īstenojies. Nepieciešams garāks termiņš līgumu pārslēgšanai. Dzīvojamo māju pārvaldīšanas likumā jābūt atsaucei uz Patērētāju tiesību aizsardzības likuma attiecināmību. Jāizstrādā valstiski akceptēta pārvaldīšanas līguma paraugs. Dzīvokļa īpašniekam, kurš nav noslēdzis pārvaldīšanas līgumu, dzīvokļu īpašnieku kopība nedrīkst uzlikt par pienākumu to darīt. Likumam jāparedz, ka pārvaldniekam jāatbild uz dzīvojamās mājas īpašnieka iesniegumu viena mēneša laikā.

The aim of this research is exploring how the Law on Administration of Residential Houses and similar laws come into use. Administrator must enter into a contract with the owner of the land parcel regarding the use of the land attached to a residential house even if there is not authorization for this action, but the rent must be in accordance with the law. Administration contracts had to be modified in accordance with law till 31 December 2011, but de facto it does not work, there is necessity for longer time. There is necessity for administration contract that state recommends as adequate. The body corporate of apartment owners should not be allowed to force apartment owner to enter administration contract. The law must include that administrator is obligated to give an answer to an application of apartment owner up to the term of one month.
