2013.gada 1.aprīlī stājās spēkā grozījumi Krimināllikumā, ar ko būtiski tiek reformēta gan Krimināllikuma Vispārīgā, gan Sevišķā daļa. Vai pēc Krimināllikuma grozījumiem tiks sasniegti Krimināllikumā izvirzītie jaunie soda mērķi, kas ir vērsti uz noziedzības novēršanu gan pirms, gan pēc noziedzīgs nodarījums ir izdarīts, rādīs noziedzības līmeņa izmaiņas valstī.
Autors piedāvā ieskatu dažos secinājumos:
1)nosakot Krimināllikumā soda mērķus vienlaicīgi nepieciešams noteikt to īstenošanas kārtību;
2)vispārējās prevencijas īstenošanas pasākumi ir jāintegrē visos sabiedrības līmeņos;
3)soda individualizācijas principa efektīva izpilde tiek nodrošināta, ja valsts, proti, likumdevējs, uzticas tiesu varai.

On April 1, 2013 amendments to the Criminal Law entered into force, which introduced significant reforms for both the General and the Special Part of the Criminal Law. Environment of criminality will reflect whether new objectives of punishment directed against crime before and after commission of criminal offence are attained.
The author gives a brief insight into the conclusory statements:
1)when setting objectives of punishments into the Criminal Law it is necessary at the same time to lay down rules for its implementation;
2)general deterrence implementation measures have to be integrated at all levels of society;
3)the principle of individualization of punishment is effectively ensured when the state, namely the legislator, trusts the judiciary.
