Personas izdošana, kā starptautiskās sadarbības instruments, pēdējo desmit gadu laikā ir būtiski mainījies, tādēļ ir nepieciešama tā detalizēta izpēte, lai varētu to pilnveidot. Tāpat kopš Eiropas apcietinājuma lēmuma pieņemšanas mazāka uzmanība tiek pievērsta personas izdošanas procedūrai attiecībā uz valstīm, kuras nav Eiropas Savienības valstis.
Darba mērķis ir pilnveidot personas izdošanu kā starptautiskās sadarbības instrumentu krimināltiesiskajā jomā, izvirzot praksē un teorijā esošos problēmjautājumus, un apstiprināt personas izdošanas instrumenta pieaugošo nozīmi mūsdienu starptautiskajā sadarbībā un noziedzības apkarošanā.
Darba mērķa sasniegšanai darba autors ir izvirzījis tēžu veidā desmit secinājumus un priekšlikumus. Darba autors piedāvā samazināt personas izdošanas termiņus, nodrošināt samērīguma principa ievērošanu un nodrošināt izdodamo personu pamattiesību ievērošanu. Extradition, as an instrument of international cooperation has changed dramatically over the past ten years, making the need for a detailed study in order to improve it. Similarly, since the passage of the Decision on the European Arrest Warrant, less attention is paid to the procedure of person's extradition for non-European Union countries.
The objective of this work is to improve the person's extradition as a tool of international cooperation in the field of criminal justice, putting current issues into theory and practice, and to confirm the growing importance of person's extradition as the instrument in today's international cooperation and the fight against crime.
To reach the objective of the work, author has put forward ten theses in a form of conclusions and proposals. Author offers to reduce the term of person's extradition, ensure compliance with the principle of proportionality and to ensure the fundamental rights of the person to be extradited.
