Meža apsaimniekošanas tiesiskā regulējuma nepilnības Latvijā

Abstract

Latvijā viens no galvenajiem dabas resursiem ir mežs. Šis dabas mantojums ir veicinājis Latvijas ekonomisko attīstību, tomēr, veicinot ekonomisko attīstību, ir vērojama bioloģiskās daudzveidības samazināšanās. Maģistra darba mērķis ir apzināt iespējamās nepilnības meža apsaimniekošanas tiesiskajā regulējumā Latvijā, aplūkojot šo institūtu no bioloģiskās daudzveidības saglabāšanas viedokļa. Lai sekmīgi sasniegtu izvirzīto mērķi, tiks analizēti nozīmīgākie jēdzieni, kas saistīti ar meža apsaimniekošanu, izpētīta meža apsaimniekošanas tiesiskā regulējuma attīstība, aplūkots un analizēts Latvijas meža apsaimniekošanas pašreizējais stāvoklis. Izstrādājot maģistra darbu, ir konstatēts, ka meža apsaimniekošana Latvijā pilnveidojas, tomēr ir konstatējamas nepilnības tiesiskajā regulējumā, piemēram, plantāciju mežu un bioloģiskās daudzveidības saglabāšanas noteikumos. In Latvia one of the main natural resource is a forest. This natural heritage is contributed the economic development of Latvia, however, promoting the economic development, the biodiversity in forest of Latvia is decreasing. Aim of the Master’s thesis is to identify possible gaps in legislation of the forest management in Latvia from the point of the institute of biodiversity conservation. In order to achieve specified aim, the most important concepts related to the forest management will be analyzed, development of legislation of forest management explored, the current status of sustainable management of Latvian forests will be found, viewed and analyzed. It has been established that the forest management in Latvia has been improving, however, there are imperfections in the legislation, for example in the rules of plantation forests and conservation of biodiversity.
