Suverēna defolta sekas, tam sekojošā valsts parāda restrukturizācija un citi ar minētajiem procesiem saistīti jautājumi līdz ar eirozonas parādu krīzi ir nonākuši sabiedrības uzmanības centrā. Darbā tiek apskatīts suverēna defolta fenomens no starptautisko publisko tiesību viedokļa, akcentu liekot uz valsts atbildības jautājumiem, suverēna parāda restrukturizāciju un valsts imunitāti. Darbā tiek gūts apstiprinājums starptautisko publisko tiesību ierobežotajai, bet nozīmīgajai lomai valsts parāda kontekstā.Neskatoties uz faktu, ka lielāko daļu valsts parāda instrumentu regulē nacionālās tiesības, starptautisko tiesību regulējums nozīmīgi ietekmē starptautiskā kapitāla tirgus darbību. Piemēram, valsts imunitātes regulējums ietekmē kreditora spēju caur tiesvedību panākt saistību izpildi no valsts puses un līdz ar to ietekmē potenciālā investora interesi investēt konkrētas valsts parāda instrumentā. Sovereign default, the following restructuring of the sovereign debt and other related issues has come to the forefront of public attention after the debt crisis in Eurozone. Work examines the phenomenon of sovereign default from the viewpoint of public International law, with special emphasis on issues concerning state responsibility, restructuring of sovereign debt and state immunity. The work confirms the limited but important role of public International law in the field of sovereign debt. Irrespective of the fact that the majority of sovereign debt instruments are governed by national law, the rules of public International law influence International capital market significantly. For example, the International law on state immunity influence the possibility to enforce the obligations arising out of a sovereign debt instrument and thus influence the interest of an potential investor to invest in the debt instruments of a particular state.
