Abstract

Šī bakalaura darba mērķis ir noskaidrot brīvības atņemšanas iestāžu sistēmu un ar to saistīto normatīvo regulējumu, kā arī noskaidrot nepilnības Latvijas brīvības atņemšanas iestāžu sistēmā, tās normatīvajā regulējumā un dod savu risinājumu šo nepilnību novēršanai. Lai varētu sekmīgi sasniegt darbā noteiktos mērķus, autors ir izvirzījis šādus uzdevumus: 1) izpētīt zinātnisko literatūru, kurai dod vērtējumu un analīzi par brīvības atņemšanas iestāžu sistēmu un to problēmām; 2) izpētīt Latvijas un ārvalstu normatīvo regulējumu attiecībā uz brīvības atņemšanas iestāžu sistēmu un ar to saistītiem jautājumiem; 3) izdarīt secinājumus un ierosinājumus, lai normatīvo regulējumu, saistītu ar brīvības atņemšanas iestāžu sistēmu, pilnveidotu. Darbā sasniegtie rezultāti ļauj precīzi izprast brīvības atņemšanas iestāžu sistēmas būtību, to, kas veido šo sistēmu, kādi ir brīvības atņemšanas iestāžu uzdevumi, un kā šie uzdevumi tiek realizēti.

The aim of this Bachelor thesis is to ascertain the deprivation of liberty institutions system and the normative regulations related to it, as well as to clarify the imperfections in the deprivation of liberty institutions system in Latvia, in its normative regulations and give a solution for preventing these imperfections. For successfully accomplishing the goals established in this thesis, the author has brought forward the following tasks: 1) to explore the scientific literature giving the evaluation and analysis of the deprivation of liberty institutions system and their issues; 2) to investigate the Latvian and foreign normative regulations regarding the deprivation of liberty institutions system and the matters related to it; 3) to draw conclusions and bring forward suggestions in order to improve the normative regulations related to the deprivation of liberty institutions system.
