Rīcībpolitikas analīze par Ceļu satiksmes drošības uzlabošanu

Abstract

Pētnieciskajā darbā autors analizē Ceļu satiksmes drošības programmas 2007. – 2013. gadam izvirzītos uzdevumu un mērķus. Darba mērķis ir noskaidrot vai rīcībpolitika tiek īstenota balstoties uz satiksmes dalībnieku, transportlīdzekļu un infrastruktūras drošības paaugstināšanu, kas ir noteikts Eiropas Savienības ceļu satiksmes pamatnostādnēs. Darbā apstiprinājās sekojoša hipotēze: „Ieviestā rīcībpolitika būtiski neietekmē bojā gājušo skaita samazinājumu, jo Ceļu satiksmes drošības uzlabošanas rīcībpolitikā tiek īstenoti pasākumi, kas ir vērsti uz atsevišķām jomām un nav savstarpēji papildinoši.” Darba gaitā tiek atbildēts uz izvirzīto secinot, ka ieviestā rīcībpolitika balstās uz īstermiņa rezultātu sasniegšanu.

In this study author analyzes the road safety program for 2007. – 2013. year the set of tasks and objectives. Research objective is to determine whether a policy would be implemented on the basis of road users, vehicle safety and infrastructure improvement, which defined by European Union road guidelines. Work has confirmed the following hypothesis: “Implemented policy would not significantly affect the reduction in the number of fatalities, because road safety policy and measures are implemented in specific areas and do not complement each other. It was concluded the policy are established on short-term based results.
