Atjaunojamo energoresursu atbalsta mehānismi Eiropas Savienības valstīs un Latvijā, to salīdzinājums

Abstract

Autores izvēlētais diplomdarba temats ir „Atjaunojamo energoresursu atbalsta mehānismi ES valstīs un Latvijā, to salīdzinājums”. Darba mērķis bija apskatīt atjaunojamos energoresursus un atbalsta mehānismu pielietošanas praksi ES kontekstā, kā rezultātā secināt, kurš no atbalsta mehānismu veidiem ir vispiemērotākais Latvijas situācijā. Pētījuma rezultātā autore izdarīja šādus galvenos secinājumus: 1) atjaunojamo energoresursu izmaksas samazinās un kļūst aizvien konkurētspējīgākas ar fosilajiem energoresursiem; 2) Latvijā atjaunojamo energoresursu izaugsmes un efektivitātes rādītāji nav piedzīvojuši strauju kāpumu kopš atbalsta mehānismu ieviešanas; 3) atjaunojamo energoresursu atbalsta līmenis Latvijā ir viens no augstākajiem ES, līdz ar to esošā atbalsta sistēma jānomaina ar citu, piemēram, piemaksu vai zaļo sertifikātu sistēmu. Diplomdarbs sastāv no 68 lappusēm, un ir iedalīts 3 nodaļās un 20 apakšnodaļās. Darbā ir ievietota 1 tabula, 17 grafiskie attēli un 3 pielikumi. The title of thesis is ”Support Mechanisms for Renewable Energy in the EU Countries and Latvia and Their Comparison”. The aim was to examine renewable energy resources and the usage of their support mechanisms in the EU. Furthermore, the author discussed which types of support mechanisms are the most applicable for Latvia. As a result the author came up with several main conclusions: 1) the costs of renewable energy are decreasing and are becoming more competitive relative to fossil energy; 2) since the introduction of support mechanisms in Latvia, renewable energy has not experienced significant development and efficiency improvements; 3) the support mechanism in Latvia is one of the highest in the EU; thus it should be changed, for instance, by introducing premiums or green certificates. The thesis consists of 68 pages, divided into 3 parts and 20 subparts. It also contains 1 table, 17 graphs and 3 appendices.
