Pašvaldību attīstības stratēģiju īstenošanas uzraudzība un izvērtēšana Latvijā.

Abstract

Maģistra darbā „Pašvaldību attīstības stratēģiju īstenošanas uzraudzība un izvērtēšana Latvijā” aprakstīti ar pašvaldību attīstības programmu izstrādi, realizēšanu un novērtēšanu saistītie teorētiskie jautājumi, kā arī esošās prakses novērtējums, balstoties uz Rīgas pieredzi, kas šobrīd Latvijā ir viens no retajiem piemēriem, kur notiek regulāra attīstības plānošanas dokumentu uzraudzība. Darba mērķis ir izpētīt līdzšinējo pašvaldību attīstības plānošanas praksi Latvijā, padziļināti izvērtējot Rīgas attīstības plānošanas dokumentus. Pētījuma teorētiskā daļa balstīta uz Latvijā pieejamās literatūras analīzi, kā arī padziļināti izpētīti Rīgas attīstības plānošanas dokumenti un to uzraudzības sistēma. Pētījuma izstrādes rezultātā ir izdarīti vairāki secinājumi un izstrādāti ieteikumi, no kuriem vieni no galvenajiem atzīmējami tādi kā – nav viennozīmīga nostāja par terminu attīstības programma un attīstības stratēģija lietošanu; attīstības stratēģiju izstrādes posmā nepietiekošā skaitā tiek iesaistītas dažādas ieinteresētās puses un sabiedrība nav pietiekoši informēta par aktivitātēm, kas saistītas ar attīstības stratēģiju izstrādi, ieviešanu un novērtēšanu.

The master’s paper „The Monitoring and Assessment of the Implementation of Self-Government Development Strategies in Latvia” describes theoretical issues concerning the elaboration, implementation and assessment of self-government development programmes, as well as the evaluation of the current practice, basing on the experience of Riga which is one the rarest example of assessment of development planning documents in Latvia. The aim of the paper is to research former planning practice of self-government development in Latvia by evaluating Riga development planning documents. The theoretical part of the research is based on the analysis of literature available in Latvia, but the practical part concerns with detailed research of Riga development planning documents and their monitoring system. Several conclusions and recommendations were made, of which the main ones are the following: there is not a common policy for the usage of terms development programme and development strategy; there is a lack of interested people involved in the elaboration of development strategies and the society is not fully aware of activities which concern the elaboration, implementation and assessment of development strategies.
