Kopējās lauksaimniecības politikas ietekme uz Latvijas lauksaimniecību (2005-2015)

Abstract

Bakalaura darba uzdevums ir aplūkot kopējo lauksaimniecības politiku, kā arī analizēt tās īstenošanu Latvijā, izmantojot Hogvuda un Guna izstrādātos desmit perfektas īstenošanas kritērijus, Darba mērķis ir pierādīt to, ka Kopējā lauksaimniecības politika kopumā neatstāj pozitīvu ietekmi uz Latvijas lauksaimniecību. Teorētiskajā daļā tiks aplūkotas īstenošanas teorijas, kas ļaus saprast gan augšupejošās, gan lejupejošās pieejas būtību. Tiks aplūkota arī īstenošanas plaisu teorētiskā bāze. Svarīga būs jau minēto Hogvuda un Guna desmit kritēriju apskate, kuri tiks izmantoti pētnieciskajā daļā, analizējot lauku attīstības programmas 2007-2013. īstenošanas procesu. Darba pētnieciskā daļa sastāvēs gan no īstenošanas analīzes, gan gadījuma analīzes, līdz ar to tiks pielietotas gan kvantitatīvās, gan kvalitatīvās metodes, jo notiks datu ievākšana, apstrāde un analīze. The objective of bachelor's thesis is to have a look at common agricultural policy and to analyse the implementation process of this policy, by using ten criteria for perfect implementation by Hogwood and Gunn. The goal of this thesis is to prove that Common agricultural policy ultimately doesn't impact latvian agricultural positively Theoretical part of this thesis will consist of implementation theories, which will allow to understand top-down and bottom-up approaches and implementation gap theory. It is important to understand previously mentioned ten criteria for perfect implementation by Hogwood and Gunn, because they will be used in empirical part of the thesis, where rural development programm 2007-2013 will be analysed. The empirical part of this thesis will consist of implementation analysis and case study thereby both quantitative and qualitative methods will be used, because data will be collected, processed and analysed.
