"OCTA" tirgus problēmas Latvijā

Abstract

OCTA ir sauszemes transportlīdzekļu īpašnieku civiltiesiskās atbildības obligātā apdrošināšana, kas Latvijā pastāv jau no 1997. gada, kopš 2004. gada OCTA sistēmu pārrauga, attīsta un stabilizē Latvijas Transportlīdzekļu apdrošinātāju birojs un kopš 2006. gada darbojas bonus-malus sistēma. Lai gan OCTA sistēma ir daudz attīstījusies un pilnveidojusies un šis ir 22. gads, kad OCTA darbojas Latvijā, tā tikai piecus gadus ir strādājusi ar peļņu. Bakalaura darba mērķis ir balstoties uz pieejamo informāciju, izpētīt OCTA nozares darbību, veicot apdrošināšanas izmaksāto atlīdzību un saņemto prēmiju izpēti, sniegt priekšlikumus nozares pilnveidošanai. Lai sasniegtu darba mērķi tika izpētīts vai OCTA sistēmas darbību, kā arī to vai OCTA tirgus Latvijā strādā ar peļņu vai zaudējumiem. Izpētot OCTA sistēmu, secināju, ka ir vairākas problēmas OCTA nozarē un izveidoju priekšlikumus nozares uzlabošanai. MTPL is a compulsory third party liability insurance for land vehicle owners. It is mandatory for all modes of transport that are road users in Latvia. In 1977, MTPL was introduced in Latvia. In order to ensure better operation of the MTPL system, the Latvian Motor Insurers’ Bureau (LTAB) was established in 2004. Bonus-malus classes are also important components of the MTPL system, which are designed to provide a reasonable estimate of insurance risk. Although the MTPL system has involved and improved within 22 years in Latvia, it has only been working with profits for five years. The aim of the bachelor thesis is to explore the MTPL industry’s performance by conducting a study of payouts and bonuses based on available information and to propose recommendations for development of the industry. Following objectives would facilitate the achievement of this aim: analyzing MTPL overall system in Latvia, analyzing MTPL profit and loss statements in Latvia, providing recommendations to improve the work of industry.
