Par to liecina juridiskās prakses apmērs. As a result of the research, it was concluded that an abnormally low tenders is not defined in the regulatory acts. The contracting authority is obliged to reject the offer if it seems abnormally low. Normative acts do not have a test for identifying an abnormally low tender. If the contracting authority suspects that the offer might not be real, the contracting authority must ask the tenderer for explanations about the price or cost formation mechanism.
